In the report there is confirmation that “the Fed Reserve has planned the 2023 launce of FedNow, an instantaneous, 24/7 interbank clearing system that will help to advance nationwide infrastructure of instant payment alongside the Clearing House’s Real Time Payment System”
There is talk of regulating nonbank payment provider and improve efficiency of cross-border payment which sounds a bit like what XRP is offering.
It is important to note that the report made no mention of XRP in particular. I suspect this is what causing the pump on XRP as the move started shortly after the report was released.
