Does any one know how the ETF inception process works?

Does anyone know how the Bitcoin ETF inception process works? Do they have to approve them and then the ETF can start buying the bitcoin or they can be buying the needed amounts before the ETF approval and when they are approved the immediately start trading?

This makes a huge difference if there is gona be a buy the rumor sell the news event.
