If the price gets back inside the pennant, the probability of a downside breakout is very high. The most important signal would be the completion of a head fake on the upside. Volume has been dropping off which gives the pennant more credibility and increases the odds of the price making it all the way to target. ROC shows that very little momentum has developed during the recent rally and supports the argument for a downside breakout.
