Ok here's an explanation. Draghi is not stupid... a dummy cannot be the head of the ECB.When Draghi "thought" the price of the Euro during the ECB conference was 1.18, when it was really 1.20, he was either consciously or sub-consciously communicating that 1.18 is where the ECB consider his much touted phrase "price stability". Line it up with a flip-a-dee-doo-dah zone and Bob's your auntie.
