Yes, response to news can go any direction, whether the news is positive or negative.

it's a sore subject for a few traders but I've learnt to ignore anything to do with fundamental trading. Technicals rule every time :)

Yes, I had a lot of success in the past trading the news on oil. It works very well, until it doesn't and you lose your trade. Technicals indeed rule.
